Zhakyp Marabaev has been appointed executive director for Oil Exploration and Production Projects at KazMunayGaz.
Prior to this appointment, Mr. Marabaev had worked since March 2004 as general director for exploration and production at KazMunayGaz.
Askar Balzhanov was appointed to head JSC Exploration and Production KazMunayGaz. He had been in charge of JSC Sea Oil Company KazMunayTeniz since July 2005.
Kenzhebek Ibrashev was appointed general director of KazMunayTengiz. He earlier worked as first deputy for the general director of this company.
Mars Aldashov was named acting deputy chairman of the board of directors of JSC Tsesnabank.
Mr. Aldashov was born in 1977. He holds a higher degree in economics, finance and law, as well as an MA in Economics. From 1998 up to 2001, he worked in the National Bank of the RK as a supervisory specialist, and then as a senior specialist. Over 2001-04, he functioned as a chief specialist, department head, director of the Treasury Department, and member of the board of directors of JSC Kazakhstani Mortgage Company. In the period of 2004-06, he held the position of deputy to the department director at the Financial Supervisory Agency (FSA).
A new board of directors has been chosen for JSC KEGOC, including: T. Kulibaev — deputy director of the board of JSC Samruk Kazakhstani Holding Company for the Management of State Assets; B. Orazabaev — Vice Minister of Energy and Mineral Resources; A. Satkaliev — managing director for JSC KEGOC Group on behalf of JSC Samruk Kazakhstani Holding Company for the Management of State Assets; G. Andreev — director of KazNEEenergoprom; K. Bozumbaev — president of JSC Kazakhstani Mortgage Company for Management of Electrical Lines; and, G. Daukeev – rector of Almaty Institute of Energy and Communications.
G.K. Sanaubarova and M.L. Shvachko, deputies to the chairman of the board in JSC ValutTransitBank, were dismissed from their positions due to a breach in banking legislation. They did not provide FSA representatives with all data and documentation necessary to carry out supervision, and had not followed the FSA’s written instructions, which stated the necessity of providing assistance during oversight.
Rauan Kenzhekhanuly was appointed as the new director of the Mangistau Branch office of TRC Kazakhstan. He is 27 years old, knows four foreign languages, and has been awarded three higher degrees from Almaty State University, the Academy of National Economy under the Government of the Russian Federation (RF), and the Higher School of International Business in Moscow for Specialty Strategic Management and Finance.
Mr. Kenzhekhanuly started his career as national coordinator of the television show “Debates”, under the auspices of the National Debating Center. He worked as economic reviewer at the Khabar Agency, as staff journalist of the Khabar Agency (posted in the RF), and as an editor of the analytical show “Zheti Kun”. He held posts as head of the Press Service at the Embassy of Kazakhstan to the RF, as well as second secretary of that embassy and head of the Cultural and Humanitarian Cooperation Department. Before his appointment to the city of Aktau, Mr. Kenzhekhanuly worked as first secretary of the Embassy of Kazakhstan to the RF.
Alidar Utemuratov was dismissed from the position of vice president and general director of the Corporate Sales Division in JSC Kazakhtelecom, as well as ceasing his responsibilities as a member of the board of the company
By the unanimous decision of the shareholders of JSC Bank Kaspiski, Nurmukhamed Bektemisov was appointed chairman of the board, with Mikhail Lomtadze joining the board.
Mr. Lomtadze is a partner in Baring Vostok Capital Partners. Currently he is a board member at three companies that are under the management of Baring Vostok Capital Partners, as well as being chairman of the board at Europlan Company, a leading leasing company in Russia. Before joining Baring Vostok M. Lomtadze, headed the company GCG Audit, which had been founded by himself, later achieving the position of a leading consulting and auditing firm in Georgia before finally being bought out by Ernst & Young in 2002. Mr. Lomtadze has his MBA from Harvard Business School and a bachelor’s from the European School of Management.
Mr. Bektemisov has been deputy chairman of the board of JSC Bank Kaspiski since the beginning of 2005. During 2004, he held the position of deputy chairman of the board in the Investment Fund of Kazakhstan. Prior to 2004 Mr. Bektemisov worked in London in leading western banks, such as Goldman Sachs International and Morgan Stanley International. He has a Bachelor’s in Economics from the University of Pennsylvania and a MBA from Harvard Business School.
Islam Togaibaev has been named Akim (an administrator similar to a mayor or governor) of the city of Karaganda. Vladimir Chirkov, former Akim of Karaganda, has been dismissed from his position due to a transfer to a new position in the Kazakhstani Government.
In the Departments of Internal Affairs (DIA) in several regions of Kazakhstan, a number of appointments have been made. Askar Isagaliev, a police colonel was appointed as head of the DIA in Kzylorda oblast. Dalelkhan Saburov, a colonel, has been named as head of the DIA in Mangistau oblast. Alexander Savankov, a colonel, was chosen as head of the DIA for North-Kazakhstani oblast. Hibratulla Doskaliev, a major general, was appointed as head of the DIA in South-Kazakhstani oblast. And, Arman Dzhalmukhanbetov, a colonel, was named head of the Central DIA for Transportation.
Tleukhan Kabdrakhmanov was made Plenipotentiary Ambassador of the Republic of Kazakhstan to the Republic of Lithuanian.
A new board of directors has been elected at JSC Kazakhtelecom: Beibit Akhabaev (managing director for JSC Kazakhtelecom on behalf of JSC Samruk Kazakhstani Holding Company for the Management of State Assets); Askar Zhumagaliev (chairman of the RK Agency on Information Technology and Communications); Chaken Medelbekova (chief accountant of JSC NC KazMunayGaz); Ermek Okaev (general director of Biko Publishing House); Michael P. Maly (head of a law firm); Aigul Nurieva (director of Bodam B.V.»), Askar Dostiyarov (managing director of Meridian Securities Kazakhstan LLP); Nadir Burnashev (general director of Meridian Securities Kazakhstan LLP); and, Kairat Karibzhanov, president of JSC Kazakhtelecom, who is a member of the board of directors ex officio of his position at the company.
Yuri Cherkasov was appointed first deputy to the head of the Social and Political Department of the Presidential Administration of the RK.
Mr. Cherkasov was born in 1974. He is a member of Administration of the Kazakhstani Association of Sociologists. His professional specialization is political sociology and political science. He is a graduate of Kazakh State University and the Russian Academy of State Service under President of Russian Federation.

Darina Danenova has been named director of Ksilon Astana CG LLP, as per the decision of a meeting of the company’s founders. Earlier she had been deputy director of the company.
Ms. Danenova has her Candidate (similar to a Western master’s degree) of Psychology, and studied in the field at Karaganda State University and at the Sorbonne (Paris).

Igor Phinogenov was named chairman of the board of Eurasian Development Bank, his deputies are Bolat Zhamishev and Sergey Ryabov, with Valeriya Kim as financial director, Viktor Bolyasnikov as administrative director, and Nikita Tolstikov as director of international relations.
